To simplify it, let's say a piece of jewellery is made in 1,000 pieces. If a piece of jewellery were to consist of 100% pure silver (i.e. 1,000 parts), the piece would be far too soft. Therefore, 925 parts of pure silver are used which are mixed with other metals (often copper) so that the jewellery retains it's shape during manufacture.
In other words, to be called sterling silver, the jewellery must contain at least 92.5% silver.
